I CAN – the children’s communication charity, welcomes Education Secretary Damian Hinds announcement today (3 May 2019), launching a Call for Evidence on how to make funding arrangements for pupils with complex special educational needs and disabilities (SEND) more effective.
Bob Reitemeier, I CAN’s Chief Executive said: “We welcome this focus on ensuring funding arrangements effectively meet the needs of pupils with complex SEND. This is critical because in reality the majority of children with SEND are in mainstream schools without Education, Health and Care Plans (EHCPs).
“This is particularly true for the 10% of children and young people in the UK who have persistent, long-term speech, language and communication needs (SLCN). Too often, these children and young people don’t meet the threshold for an EHCP despite the huge impact language has on their learning.
“As stressed in the Bercow: Ten Years On recommendations, it is imperative that all teachers are teachers of SEND. School staff must be empowered to support their pupils’ speech, language and communication development and identify those who are struggling.
“We must ensure cost effective use of resources made through joint commissioning arrangements and recommend the development of a pathway outlining how children with SLCN can be identified and supported locally. This should build on the pathway being developed for children 0-5.”
I CAN will be providing evidence to the Call for Evidence and discussing these issues further through the Bercow: Ten Years On campaign, run in partnership with the Royal College of Speech and Language Therapists (RCSLT).
Damian Hinds’ announcement was made during a speech at the National Association of Head Teachers (NAHT) Conference. The call for evidence will run until 31st July.
